The Council of the EU is the institution representing the member states' governments. Also known informally as the EU Council, it is where national ministers from each EU country meet to adopt laws and coordinate policies. Coreper occupies a pivotal position in the EU's decision-making system. It is both a forum for dialogue (among the Permanent Representatives and between them and their respective national capitals) and a means of political control (guidance and supervision of the work of the expert groups). The Permanent Representatives Committee (COREPER) is responsible for preparing the meetings of the Council in its relevant fields. Member States are represented in the Committee by ambassadors and they are chaired by the Member State holding the 6-month presidency.
